The city of Richmond says all of the changes are required. The city's Planning Commissioner says that because it's not a city project, those plans have no effect on the development.

In addition, the development's project permit states that it shall only benefit individuals who rent or lease the property to others, who want to "ensure that no land shall be taken for private, single occupancy or other use," or for "in addition to the use of private recreational
